I have the honour to enclose for your
information copies of a report by Dr. G. W. Jeavell regarding the circumstances under which the staff of
the Stout Memorial Hospital, Wuɑhow, an American institution, was compelled to abandon the Hospital owing to the inability or unwillingness of the authorities to afford the Hospital any protection against the attacks of anti-foreign agitetora
I suggest that copies of this report should be placed before the International Commission on üxtra- Territoriality in China.
